Strategic Shift towards Asia: A European Perspective

This paper offers a European perspective of the US „pivot“ to Asia. A key driver has been the assessment that the geopolitical relevance of Asia has grown considerably. Europe is no longer the cockpit of world affairs. NATO and the European Union – which the US increasingly is seeing under German lead – need to adapt their policies addressing the altered challenges to security and prosperity in a systematic way. The consequent realignment will profoundly reshape the European Union politically and economically, with major implications for NATO and other elements of the transatlantic partnership. European policy should have a much stronger focus on Asia and the Pacific.

Regionale und globale sicherheits- und militärpolitische Perspektiven der mongolischen Politik des „dritten Nachbarn“

Diese Publikation beschäftigt sich mit der strategischen Ausrichtung der Mongolei. Aus Sicht des Autors kann die Mongolei im Zuge einer Neupositionierung eine bedeutsame Rolle in der Region einnehmen. Denkbar wäre ein „sicherheitspolitisches Branding“ der Mongolei als Dienstleister für andere Staaten der Region sowie für Staaten mit Interessen/Präsenz in der Region. Sie könnte sich außerdem als Moderator und Prozessbegleiter bei Fragen globaler und regionaler Sicherheit etablieren, insbesondere als Gastgeber für Veranstaltungen, die gleichermaßen die NATO und die SCO betreffen – eine Strategie, die nicht nur „dritten Nachbarn“, sondern zugleich auch Russland und China nützen kann.

Veranstaltung des Deutschland-Forschungszentrums beim Institut für Internationale Studien der Mongolischen Akademie der Wissenschaften, zusammen mit der Konrad-Adenauer-Stiftung, der Deutschen Botschaft und dem Institut für strategische Forschung beim Nationalen Sicherheitsrat der Mongolei (ISF)anlässlich des kommenden 40-jährigen Jubiläums der Aufnahme diplomatischer Beziehungen zwischen Deutschland und der Mongolei

ImBereich des Militärs betonten sowohl Ralph Thiele, CEO StratByrd Consulting und Vorsitzender der Politisch-Militärischen Gesellschaft e.V., und Prof. Dr. S. B. Gareis vom George C. Marshall European Center for Security Studies (MC) die gute Partnerschaft zwischen den Streitkräften. Mongolische Soldaten nehmen regelmäßig an Aus- und Fortbildungen in Deutschland teil und sind, an der Seite Deutschlands, auch in Afghanistan im Einsatz.

Weiterer Themenschwerpunkt war die Drittnachbarpolitik. Diese basiere zum einen auf den regionalen und historischen Erfahrungen der Mongolei, zum anderen auf einem demokratischen Werte- und Interessenkonsens, so Ralph Thiele.

Die Ausrichtung der mongolischen Politik in Richtung Deutschland biete der Mongolei große Chancen auf sicherheitspolitischer Ebene.

Globalisation has deeply shaped the contemporary world, affecting both its economic development and its political dynamics. Without doubt, the exponential spread of traditional media and social networks increased the openness of societies across the globe to democracy and to its mechanisms of participation.

bgIn this ever-changing context, Nation-States, international organizations and civil society movements, are still absolutely engaged in issues relating to ethnic minorities and respect of their civil, political, economic and social rights.

Today more than ever, these issues overcome national borders and become problems of international, or at least, regional, interest.

ABU DHABI // International defence experts have called on Arabian Gulf countries to establish military command systems able to exchange and share information at the click of a button.
The calls were made yesterday at the C4ISR Summit (Command, Control, Communication, Cyber, Intelligence, Surveillance and Reconnaissance) in Abu Dhabi.
The GCC secretary general, Dr Abdullatif Al Zayani, told the summit that the GCC was politically in unison and called for the countries‘ militaries to follow suit. „GCC countries have to be able to be integrated and interoperable to share intelligence and information and be ready to work together at a higher and more complete level,“ he said.
According to retired Col Ralph Thiele, the C4ISR concept is the provision of information, intelligence and knowledge to decision makers in order to provide for superior situational awareness and decision-making with regard to achieving desired effects.
„I suggested to the EU to get its act together in sharing information and being more interoperable, and this is my suggestion to the Gulf countries,“ Col Thiele said.
